  21.          MENORANDUM FOR THE PRESIDENT:

  23.                    The following is the information we have from GHQ
  24.          at this mement regarding the air alarm over Los Angeles of
  25.          yesterday morning:
  26.  
  27.                    "From details available at this hour:

  30.                      1. Unidentified airplanes, other then American
  31.             Army or Navy planes, were probably over Los Angeles, and
  32.             were fired on by elements of the 37th CA Brigade  ( AA )
  33.             between 3:12 and 4:15 AM.  These units expended  1430
  34.             rounds of ammunition.
  35.  
  36.                      2. As many as fifteen airplanes may have
  37.             been involved, flying at various speeds from what is
  38.             officially reported as being very slow to as much
  39.             as 200 MPH and at elevations from 9000 to 18000 feet.

  41.                      3. No bombs were dropped.
  42.  
  43.                      4. No casualties among our troops.
  44.  
  45.                      5. No planes were shot down.
  46.  
  47.                      6. No American Army or Navy planes were in action.
  48.  
  49.                 Investigation continuing. It seems reasonable to conclude
  50.             that if unidentified airplanes were involved they may have
  51.             been from commercial sources, operated by enemy agents for
  52.             purposes of spreeding alarm, disclosing location of antiair-
  53.             craft positions, and slowing production through blackout.
  54.             Such conclusion is supported by varying speed of operation and
  55.             the fact that no bombs were dropped.
